The government's draft telecommunications inquiry has recommended a "re-definition" of Telecom's sensitive Kiwi Share provision but has not given any specifics.
The inquiry has also stepped back from unbundling Telecom's local loop.
Another key recommendation is the setting up of a special regulator for telecommunications and the internet.
