I'm using the actual dividend(the new one of 23c pa), which is what the theory says. If I used the previous one then the value comes out at over $9.
I'm trying to work out how to convert retained earnings into future dividend growth...that's what it's done for, I believe.

Since Telecom are now paying only half their earnings in dividends, your formula will be misleading. I think you need to substitute "earnings" for "dividends" in your formula.
