The gummint does have a role.

Make it uneconomic to "invest?" in non-earning assets.

Bigger family homes (i am guilty), residential rentals, residential land etc are all built around the expectation of untaxed capital gains.

For a start, get rid of offsetting losses on property income v. mortgage interest etc against other income.
